Water resource management in the United States is evolving in the face of continuing challenges to protect water quality, provide adequate quantities of water for competing uses, and protect habitat and other natural resources. In many jurisdictions and agencies this evolution is increasingly leading toward adoption of watershed management. This approach is characterized by planning and decision making on a watershed scale, integration of a variety of competing water resource priorities and goals, cooperation of multiple stakeholders and governmental agencies, and increased levels of public participation. While the number and diversity of watershed management initiatives underway in the United States is impressive, successful transition to this integrated approach remains challenging due to institutional, regulatory, and information barriers. In certain respects - Geographic Information Systems mapping, wetlands regulations, citizen participation - U.S. watershed initiatives are highly advanced and serve as models for efforts around the world. In other respects - cross jurisdictional coordination and cooperation, agreements on the sharing of resources, habitat protection and restoration - innovatie approaches implemented outside the U.S. show great promise and offer important lessons to U.S. decision makers. This report identifies the most promising watershed planning and management approaches from around the world; evaluates how they operate, their benefits and limitations; and assesses the degree to which these approaches could be successfully adapted to the U.S. context. Drawing on this international experience, the report is intended to inform policy makers and practitioners and to promote the implementation of integrated watershed management approaches that are most likely to succeed.

More than a century ago, Cripps successfully employed the direct and complete division of the anal sphincters as a means of approaching the lower rectum and anal canal, and reported on a series of 36 patients who had been treated in that fashion. Cripps was pleasantly surprised to find good fecal continence in over two-thirds of the patients during later follow-ups, despite the fact that the divided sphincters had not been repaired. The transsphincteric procedure was largely forgotten in subsequent years, however, and only the parasacral proctotomy of Kraske, which spared the anal sphincters, can be said to have gained an established place in the" surgical armamentarium. " It remained for York Mason to redirect the attention of the surgical community to the great potential of the trans sphincteric approach and the excellent continence that can be achieved through adequate repair of the divided sphincters. Having recognized the outstanding practical value of this procedure, we felt it necessary to define more precisely the anatomical prerequisites that would ensure minimum operative bleeding, and to bring the procedure more in line with current knowledge of normal continence and defecation. Dr. A. Huber, in consultation with the director of the Institute for Clinical Anatomy of our surgical department, Prof. A. von Hochstetter, did many months of dissection work on fresh anatomic preparations in an effort to explore and refine the various aspects of the trans sphincteric ap proach."

Are political understandings of bureaucracy incompatible with Weberian features of administrative neutrality? In examining the question of whether interest groups and elected officials are able to influence how government agencies implement the law, this book identifies the political origins of bureaucratic neutrality. In bridging the traditional gap between questions of internal management (public administration) and external politics (political science), Huber argues that 'strategic neutrality' allows bureaucratic leaders to both manage their subordinates and sustain political support. By analyzing the OSH Act of 1970, Huber demonstrates the political origins and benefits of administrative neutrality, and contrasts it with apolitical and unconstrained administrative implementation. Historical analysis, interviews with field-level bureaucrats and their supervisors, and quantitative analysis provide a rich understanding of the twin difficulties agency leaders face as political actors and personnel managers.

The present volume contains articles pertaining to a wide variety of sub- jects such as conformal and quasi conformal mappings and related extremal problems, Riemann surfaces, meromorphic functions, subharmonic functions, approximation and interpolation, and other questions of complex analysis. These contributions by mathematicians from allover the world express con- sideration and friendship for Albert Pfluger. They reflect the wide range of his interests. Albert Pfluger was born on 13 October 1907 in Oensingen (Kanton Solothurn) as the oldest son of a Swiss farmer. After a classical education he studied Mathematics at the ETH-Zurich. Among his teachers were Hopf, Plancherel, P6lya and Saxer. P6lya was his Ph.D. adviser. After some teaching at high schools (Gymnasien), he became professor at the University of Fribourg, and a few years later (1943) he was appointed as successor of P6lya at the ETH. He retired in 1978, but has always remained very active in research. Pfluger's lectures were highly appreciated by the students. His vivid and clear teaching stimulated and challenged them to independent thinking. Many of his Ph.D. students are now themselves teaching in universities. His main research relates to the following fields: entire functions, Riemann surfaces, quasi conformal mappings, schlicht functions. (See list of publica- tions.) He collaborated with several mathematical colleagues, in particular with Rolf Nevanlinna, who taught parallel to him at the University of Zurich. In 1973 Pfluger was nominated foreign member of the Finnish Academy of Sciences.

Der Zugang zum tiefen Rektum und zum Analkanal durch direkte Spaltung des gesamten Sphinkterapparates wurde vor uber 100 Jahren durch Cripps erfolgreich angewendet und von ihm eine entsprechende Serie von 36 Patienten veroeffent- licht. Cripps war dabei angenehm uberrascht, trotz fehlender 2 Rekonstruktion bei uber j der Patienten anlasslich von Spat- 3 kontrollen gute Kontinenz zu finden. Die Moeglichkeit geriet aber in der Zwischenzeit weitgehend in Vergessenheit, und im "chirurgischen Armamentarium" hat sich eigentlich nur die parasakrale Rektotornie nach Kraske gehalten, welche den Sphinkterapparat moeglichst unbehelligt lasst. Es ist das Verdienst von Y ork Mason, die mannigfachen Moeglichkeiten des sphinkterspaltenden Zugangs erneut und uberzeugend dargelegt und auf die ausgezeichnete Kontinenz- funktion bei adaquater Rekonstruktion hingewiesen zu ha- ben. Nachdem wir uns von der Nutzlichkeit des sehr pragma- tisch durchgefuhrten Eingriffs uberzeugt hatten, schien es uns unbedingt erforderlich, die anatomischen Voraussetzungen eines moeglichst blutsparenden Vorgehens zu prazisieren und dieses Vorgehen in Beziehung zu setzen zu den heutigen Kenntnissen der normalen Kontinenz respektive Defaka- tionsfunktion. Herr Huber hat sich - beraten durch den Vorsteher des Instituts fur klinische Anatomie im hiesigen chirurgischen De- partement, Herrn Prof. A. von Rochstetter- anhand frischer Dissektionspraparate uber ein Jahr mit den Fragen dieses Zugangs befasst. An den klinischen Fallen dieser Zeit konnten dann seine Erkenntnisse immer wieder in ihrer Bedeutung fur die chirurgische Praxis uberpruft werden. Die entspre- chenden gemeinsamen Erfahrungen sind in der kleinen Mo- nographie niedergelegt.

Der Almanach fur die Augenheilkunde 1973 fand uberall wohlwollende Aufnahme und war innerhalb eines Jahres weitgehend vergriffen. Das veranlasste Herausgeber und Verlag bereits 3 Jahre spater den nachsten, jetzt 5. Band dieser Reihe erscheinen zu lassen. Da auch dieser Fachalmanach fur die Augenheilkunde 1976 vor allem den in der Praxis tatigen Augenarzt uber den neu esten Stand auf besonders aktuellen oder speziellen Gebieten der Augenheilkunde informieren soll, wurde fur ihn erstmals der ubertitel Aktuelle Ophthalmologie gewahlt. Wiederum ist es gelungen, fur die vorliegenden 13 Abhandlungen promi- nente und besonders kompetente Autoren zu gewinnen. Ihre Darstellun- gen vermitteln einen dunn besondere Kenntnis der Materie abgerundeten uberblick und geben dabei vielfach auch eigene Ansichten und Auffassun- gen wieder, die auf grosser persoenlicher Erfahrung basieren. Teils um- fangreiche Literaturhinweise ermoeglichen dem naher Interessierten einen schnellen Zugang zu weiterem einschlagigem Schrifttum. Auch diesen Band beschliesst eine vom Herausgeber zusammengestellte Fragensammlung, die dem engagierten Leser die Moeglichkeit zur Selbstkontrolle neu erworbe- nen Wissens oder erweiterter Kenntnisse gibt und den wesentlichen Inhalt der einzelnen Abhandlungen noch einmal zusammenfasst. Es ist mir ein persoenliches Anliegen, allen Autoren, die durch ihre bereit- willige Mitwirkung das Erscheinen des Fachalmanachs fur die Augenheil- kunde 1976 ermoeglicht haben, auch an dieser Stelle fur ihre Muhe noch einmal sehr herzlich zu danken.
